SELECCIÓN DE FIRMAS CONSULTORAS

CONVOCATORIA

La Empresa de Generación Eléctrica ENERJUBONES S.A., en cumplimiento de lo resuelto por su Directorio en fecha 16 de octubre de 2008, convoca a firmas consultoras nacionales y/o extranjeras o asociaciones de éstas, constituidas o por constituirse, con obligatoria participación nacional en el caso de las firmas extranjeras, a que presenten una oferta técnica y económica para la provisión de los SERVICIOS DE CONSULTORÍA PARA LA COMPLEMENTACIÓN DEL ESTUDIO DE FACTIBILIDAD Y DISEÑO DEFINITIVO DEL PROYECTO HIDROELÉCTRICO MINAS Y DEL ESTUDIO DE FACTIBILIDAD Y DISEÑO DEFINITIVO DEL PROYECTO HIDROELÉCTRICO LA UNIÓN, de conformidad con los Términos de Referencia y las Bases del Concurso.

Las condiciones generales del proceso son las siguientes:

  1. Los pagos de los servicios de consultoría están financiados con fondos propios de ENERJUBONES, provenientes del FEISEH y se efectuarán a través del fideicomiso que la Empresa mantiene en el Banco Central del Ecuador.

  2. El Presupuesto Referencial para el Servicio de Consultoría objeto del presente Concurso es de USD $ 4´382.957,56 para el Proyecto “Minas” y USD $ 3´093.972,80 para el Proyecto “La Unión”, en Dólares de los Estados Unidos de América; valores que no incluyen el Impuesto al Valor Agregado IVA. El anticipo a entregarse para este servicio es del 50% del monto contractual para cada proyecto.

  3. Las firmas consultoras que deseen participar en el presente concurso, podrán consultar y obtener las Bases y documentación relacionada con los proyectos en la Secretaría del COMITÉ DE OFERTAS de ENERJUBONES, ubicada en la avenida 24 de Mayo, edificio Portales del Río bloque B segunda planta en la Ciudad de Cuenca República del Ecuador. También podrán consultarlos en la página Web de la Empresa: www.enerjubones.com.

  4. El plazo máximo para la entrega de las ofertas en las oficinas de ENERJUBONES, que deberán prepararse en la forma que se indica en las Bases, es de sesenta días contados a partir del 20 de octubre de 2008, es decir hasta el día viernes 19 de diciembre de 2008 a las 15h00, lugar, día y hora en que se procederá a la apertura del sobre No. 1, con la presencia de los representantes de las participantes que desearen asistir.

  5. Los Participantes a partir del 20 de octubre de 2008, hasta las 17h00 del día miércoles 19 de noviembre de 2008, en días y horas laborables podrán adquirir las Bases, previo el pago no reembolsable de dos mil quinientos dólares de los Estados Unidos de América (USD $ 2.500,00.), por concepto de inscripción, que serán cancelados, ya sea en efectivo, cheque certificado a nombre de ENERJUBONES, o depositados en las cuentas bancarias de la Empresa. Las Bases y los Anexos (documentación técnica de los proyectos) se entregarán en las oficinas de la Empresa, luego del pago señalado, en documentos impresos y magnéticos, a los delegados debidamente acreditados por las firmas participantes.

  6. En caso de asociación de firmas consultoras, basta que una de sus integrantes adquiera las Bases.

  7. El plazo máximo para la ejecución de los trabajos motivo del presente concurso es de doce meses.

  8. El Comité de Ofertas se reserva el derecho de seleccionar y negociar el contrato o declarar desierto el concurso, en guarda de los intereses de ENERJUBONES S.A., sin que los oferentes tengan derecho a reclamo o indemnización alguna.

  9. No se aceptarán propuestas enviadas fuera del plazo y hora señalados, tampoco las que se envíen por correo, fax o correo electrónico.

SELECTION OF TECHNICAL CONSULTING FIRMS

CONVOCATORY

The electrical power enterprise ENERJUBONES S.A., proceeding according to the decision of its Directives on October 16 2008, calls to Consulting firms either National, International or associations of them, already or being established, with obligatory national participation in the case of foreign firms, to submit technical and economic proposals for the provision of: Consulting services in order to COMPLEMENT THE FEASIBILITY STUDIES AND THE DEFINITIVE DESIGN FOR THE HYDROELECTRIC PROJECT MINAS AND THE FEASIBILITY STUDY AND DEFINITIVE DESIGN FOR THE HYDROELECTRIC PROJECT LA UNION, according to the reference terms and basis of the contest.

The general conditions of the process are the following:

  1. ENERJUBONES S.A. has its own funds for the payments of the consulting services here stated. They come from FEISEH and the payments will be done through a trusteeship that ENERJUBONES S.A. has on the Central Bank of Ecuador.

  2. The referential budget for the consulting service previously stated on this document is $4´382.957,56 USD (Dollars of The United States of America) for the MINAS project and $3´093.972,80 USD for LA UNION project. These values do not include the IVA (Aggregated Value Tax). The initial payment for both projects will be 50% of the total agreed amount.

  3. Consulting firms interested in participate in the selection process, may get additional information as well as the basis and related documentation of both projects (Minas and La Union) on the Secretary of the Offers Committee of ENERJUBONES S.A., which is located at 24 de mayo Avenue, Portales del Río building, Block B, second floor, Cuenca – Ecuador.   4. Proposals must be prepared according to the guidelines provided by ENERJUBONES S.A. on the basis. The deadline for submit proposals at the ENERJUBONES S.A. office is Friday December 19 – 2008 at 15H00; i.e. sixty (60) days after October 20-2008. On December 19-2008 at 15H00 envelopes numbered No.1 will be opened on presence of the consulting firms´ representatives that desire to attend.

  5. Interested consulting firms can obtain the basis during office hours, Monday to Friday from October 20 2008 to November 19 2008 at 17H00 by making a nonrefundable payment for the amount of $2.500,00 USD (Two thousand and five hundred Dollars of The United States of America). This can be paid in cash, certified check at the order of ENERJUBONES S.A. or by a deposit in the bank account of ENERJUBONES S.A. The BASES and its appendixes (technical documentation of the project), on print and digital forms, may be picked-up by a person duly accredited by the consulting firms at ENERJUBONES S.A. offices, after the aforementioned payment.

  6. In case of associated consulting firms, only one of the associated firms has to buy the basis.

  7. The maximum time provided for the execution of the aforementioned work is twelve (12) months.

  8. The offers committee has the right to select and negotiate the contract or to declare the selection process deserted in order to preserve ENERJUBONES S.A. well-being; the consulting firms will not have the right to claim, appeal or ask for any kind of indemnification due to the decision of the offers committee.

  9. Neither proposals submitted after the deadline nor those sent by mail, fax or email will be accepted.

SELECCIÓN A CONVOCATORIA DE FIRMAS CONSULTORAS

La Empresa de Generación Eléctrica ENERJUBONES S.A., a través de varios medios de comunicación escrita, así
como en los Portales de Compras Públicas y en el de la Compañía, publicó la convocatoria para el concurso de
consultoría No. 01-2008, durante los días 20, 21, 22 y 27 de octubre de 2008.

En virtud de las facultades con que cuenta el Comité de Ofertas de ENERJUBONES S.A., en sesión llevada a efecto
el día miércoles 19 de noviembre de 2008, resolvió ampliar el plazo de inscripción para la adquisición de los
documentos precontractuales del mencionado concurso hasta las 18h00 del día martes 25 de noviembre de 2008.
